When the District government wanted to attract Target to Columbia Heights, taking out $46.9 million in loans to build a 1,000-space parking garage
looked like the only way to do it. Now DC USA is booming, but the parking garage below it sits practically empty. The enormous garage means there’s never any question about finding a spot there for just $1.50, and it doubles as free parking during snow emergencies. Housing your car in the District usually means risky parallel parking or forking over $15 to Colonial Parking, but in DC USA’s comically underused garage, the District’s drivers get a city-funded break.
